HÀ NỘI — The Government convened a thematic session on lawmaking on Thursday to deliberate over three draft laws on chemicals, advertising and technical standards as well as three new proposed laws on data, preventing disease and health insurance.

The three draft laws under scrutiny were the amended Law on Chemicals, a law amending and supplementing parts of the Law on Advertising and a law amending and supplementing parts of the Law on Standards and Technical Regulations.

The three newly proposed laws under discussion were the Data Law, the Law on Disease Prevention and an amendment to the Health Insurance Law.

Prime Minister Phạm Minh Chính emphasised the need to continue making breakthroughs in institutional improvements to formalise the Party's views and guidelines.

He ordered ministers, heads of ministerial-level agencies and Government agencies to prioritise human resources and funding for making laws and institutional improvements while enforcing discipline, guaranteeing the quality of legal documents and advancing the building of laws.

According to the Prime Minister, the Government has conducted 26 thematic sessions on law building since the start of the current term. A national conference on institution development and improvement was held in September 2021.

The Cabinet also reviewed and approved nearly 100 proposals to develop laws and draft laws to submit to the National Assembly for consideration.

The Government also adopted more than 60 laws and resolutions and issued more than 350 decrees.

In 2024 alone, the Government has organised four law-building thematic sessions and approved 20 proposals for building laws and resolutions.

Chính said the six draft laws and other suggested legislation debated during the June session all have a broad reach.

He asked that Government members focus on important issues and clarify if there are any differing opinions that need to be discussed with the Government to ensure the progress and quality of law building. — VNS
